Abstract
Gerald Couture comments from the perspective of a large city government, one which, like many others these days, is behaving more and more like a public corporation, and thus is challenging the dominance of the community context of Canadian planning. Couture believes that we should manage the corporation/community interface in a way that keeps citizens, taxpayers and service users in the picture.
